新电改背景下的电力市场交易模式综述与研究

摘　　要：分析我国电力改革的情况,对比国外电力交易改革的阶段和特点,总结我国电改特点,提出了新电改的电力交易机构组织模式。深入剖析我国电力改革中的市场交易模式:双边协商机制(双边协商交易)和集中竞价机制(集中撮合交易、挂牌交易、集中统一价格拍卖),同时针对电改中的电价结算、输配电价和交易时间等关键问题提出解决方案。最后,结合我国的国情,提出新一轮电力改革的建议。This paper analyzed China’s electric power reform,compared to the foreign power trading reform,stages and characteristics,summarized the electricity reform characteristics,proposed the electric power transaction organization mode of the new electricity reform.It in-depth analyzed China’s power market mode in the reform:bilateral negotiation mechanism(bilateral negotiation)and centralized(centralized bidding mechanism trading,listing,centralized price auction),at the same time proposed solutions in order to solve the key problem in the reform of electricity price settlement,transmission and distribution price and transaction time.Finally,combined with China’s national conditions,it proposed a new round of electricity reform suggestions.
