摘 要:培育具有全球影响力的先进制造业基地是实现制造强国战略的重要载体和途径,需要对人力资源提出更高的要求。当前,中国制造业发展面临从业人员整体素质偏低、自主创新能力不足、教育培养体系不健全、培训开发滞后、激励不足等主要人力资源问题。构建由人力资源政策体系、来源体系、培训开发体系、管理体系和激励保障体系组成的五位一体的人力资源支撑体系,提高制造业人力资源的数量和质量,支持中国培育具有全球影响力的先进制造业基地需求,有助于实现制造业强国的目标。It is an important carrier of the realization of manufacturing power strategy to foster advanced manufacturing base with global influence,which puts forward higher request to human resources.Currently there are many problems to be solved in China's manufacturing industry,including low overall personnel quality,insufficient independent innovation ability,unsound education training system,hysteretic training development and inadequate incentives and other problems related with human resources.It is suggested that a human resource supporting system,integrating five parts into one,namely,the human resource policy system,the human resources source system,the human resources training and development system,the human resources management system and human resources incentive and security system,should be built,to improve the quality and quantity of human resources in manufacturing industry,to support China to foster advanced manufacturing industry base with global influence,and eventually to achieve the goal of man ufacturing powerhouse.
