区域知识产权密集型产业发展不均衡评价

摘　　要：文章以我国知识产权密集型产业的发展水平为评价对象,构建了知识产权密集型产业发展水平的综合评价指标体系,利用主成分分析法构建了评价模型,提取了知识产权密集型产业的核心产业因子、产业投入资源因子及产业发展环境因子。通过模型分析得到结论:各地区知识产权密集型产业发展水平不均衡,东、中、西部呈现出显著差异,支撑各地区知识产权密集型产业发展的主要因子有较大区别,知识产权密集型产业投入资源得分偏低。最后提出促进区域知识产权密集型产业发展的政策建议,完善区域知识产权密集型产业发展规划,健全相关区域、部门统筹协调机制,各地区根据各自的优势产业推进专利、商标及版权等密集型产业分类培育,在知识产权优势区域优先构建知识产权服务链,辐射全国,培育知识产权密集型企业。In this paper袁focusing on the development level of China's intellectual property intensive industry we construct the comprehensive evaluation index system of intellectual property intensive development level of industry袁and build the evaluation model using the principal component analysis method袁to extract the core industrial factor袁industry resources factor and industrial development environment factor.Through the analysis of the model and get the conclusions:the area of intellectual property intensive level of industrial development is unbalanced袁there is a significant difference among East袁Middle and West袁according to the main support factors there are great differences袁input resources in intellectual property intensive industries are too low.Finally袁the promotion policy recommendations are proposed袁including improving the regional intellectual property intensive industrial development planning袁improving coordination mechanism between relevant regional and departments袁according to the advantages of each region to promote the patent袁trademark and copyright etc.Intensive industry袁constructing the intellectual property rights service chain in priority region袁cultivating the intellectual property intensive enterprises.
