公益类科研院所科技体制改革成效、问题及思考——以福建省为例

摘　　要：目前公益类科研院所分类改革后的影响因素尚未理清,也没有提出针对性的应对措施,该文对福建省属公益类科研院所分类改革后的创新成效进行深入分析,认为投入结构不合理、创新动力不足、科技成果转化渠道不畅、科技政策与创新环境不协调等成为阻滞该类科研院所实现进一步创新驱动发展的主要影响因素,提出在当前科研院所科技体制改革攻坚阶段,全面深化改革、创新体制机制、优化投入结构、加快与市场接轨、促进科技创新政策体系的协调性发展将成为下一阶段调整的重点和方向。At present,the affecting factors of classification reform on public welfare research institutes have not been sorted out yet,and no corresponding measures have been put forward.In this article,the innovation and achievements of provincial public research institutes classification reform in Fujian were deeply analyzed,and it was found that the main factors restricted the further innovative development of Fujian public welfare research institutes were as follows:the unreasonable investment structure,lack of innovation power,blocked transformation channels of scientific and technological achievements,poor coordination between scientific and technological policy and innovation environment.Therefore,during the critical period of system reform for public research institutes,it was suggested to deepen reform overall,innovate system mechanism,optimize investment structure,accelerate accession to markets,and promote coordinated development of technological innovation policy system in the following stage.
