引导公民积极参与图书馆服务提供——关于《公共图书馆法》中“志愿服务”条款研究

摘　　要：公民通过社会教育、专业服务、辅助管理等方式参与公共图书馆志愿服务,具有丰富图书馆服务内容、提升志愿者综合素养以及加强图书馆与社会联系等重要意义。国家鼓励公民参与志愿服务,各级政府应对公共图书馆志愿服务的招募与记录、培训与考核、激励与反馈等方面提供指导和支持。公共图书馆开展志愿服务需提升其认识水平,创新公共图书馆公众参与方式,开发志愿服务品牌项目,建立健全志愿服务激励机制,实现可持续发展。Citizens participate in volunteer service projects of public libraries through social education,professional services and auxiliary management.It can enrich the service contents of public libraries,enhance the overall accomplishment of volunteers and strengthening the connection between public libraries and the society significance.This article emphasizes that the country encourages citizens to participate in volunteer service,and the government has given guidance and support to the process of volunteer service of public libraries,including recruiting and recording,training and assessment,encouragement and feedback,etc.Finally,it is proposed that we should enhance the emphasis and awareness level of volunteer service in public libraries,innovate public participation ways of public libraries and develop brand projects of volunteer service,establish and improve the volunteer service incentive mechanism of public libraries and realize the sustainable development.
