大城市郊区农地流转特征及影响因素实证研究——基于西安市秦岭北麓684户农户调查

摘　　要：大城市郊区受到城市的影响,土地用途转换频繁,农地流转较为活跃。研究大城市郊区土地流转对于制定合理的土地政策,促进农业规模化经营具有重要的意义。该文以西安市秦岭北麓4县(区)为例,采用分层抽样方法,共选取19个乡村,并根据距离西安市中心城区距离分为近郊村和远郊村,通过实地问卷调研684个农户的土地流转情况,结果表明,与远郊区相比,近郊农地流转具有以下特征:(1)土地流转率高,农户流转意愿强烈;(2)流转价格高,年期长;(3)流转规模小,流转后土地用途多样化,既包括农用地也包括建设用地;(4)流转行为规范。采用Logistic回归模型分析了影响城郊乡村土地流转的因素,结果表明,家庭非农收入比重与家庭务农劳动力数量是影响农户土地流转的最主要因素,户主的年龄、受教育程度、单位务农劳动力的耕作面积、家庭参保比例及距离城市中心距离对土地流转结果也有不同程度的影响。针对分析结果提出相应的政策建议:开展技能培训、丰富信息接受渠道、增强农村社会保障系统、规范土地流转机制。Metropolitan suburbs are affected by the city,land use change is frequent and land transfer is more active.It is of great significance to study the land transfer in the outskirts of the metropolis to formulate a reasonable land policy and promote the large-scale operation of agriculture.In this paper,four counties(districts)in the north of Qinling Mountains in Xi′an are taken as an example,and 19 villages are selected by stratified sampling method.According to the distance between the central city of Xi′an and the suburban village and suburban village,through the field survey of 684 farmers land transfer situation,summed up the suburban rural land transfer of several characteristics show that compared with the suburbs,suburbs farmland transfer has the following characteristics:①The land transfer rate is high.The willingness of farmers to move is strong;②high turnover price,long term;③small scale of circulation,diversification of land use,including both agricultural land and construction land;④contract form specification.Logistic regression model was used to analyze the influencing factors of land transfer.The analysis showed that the proportion of non-agricultural income and the number of family labour force were the most important factors affecting the land transfer,the age of the head of household,the degree of education,the area of cultivated workforce,the proportion of family insured and the distance from the city center have an effect on the land transfer.Suggestions for the analysis of the results:to carry out skills training,enrich the channels of information acceptance,strengthen the rural social security system,regulate the land transfer mechanism.
