摘　　要：政府引导基金是财政支持市场化的有效途径,能够成为战略性新兴产业的重要股权融资渠道。目前,国内政府引导基金的运作机制并不完善,绩效评价体系有待建立和完善。政府引导基金绩效评价的基本原则应有利于提升基金运作效率、引导资金流向战略性新兴产业的重点领域和薄弱环节以及规范基金管理主体的行为。基于战略性新兴产业的政府引导基金绩效评价体系具体由政策目标、经济效益和管理效能三大类指标构成。在实践中,应不断反馈和修正评价体系中的指标、方法,使评价结果有利于引导资金支持战略性新兴产业的发展。As an effective way to support marketization,the government-guided fund has become an important financing channel for strategic emerging industry.Presently,the operation mechanism of domestic government-guided fund is defective and its performance evaluation system needs to be established and perfected.The principle to evaluate the government-guided fund performance should be helpful to improve the operational efficiency of the fund,to guide the flow of fund to the key areas and weak links of the strategic emerging industries and standardize the fund management behavior.The government-guided fund performance evaluation system for strategic emerging industry consists of factors of specific policy objectives,economic effectiveness and management efficiency.In practice,the factors and methods need be revised.
