摘　　要：治安调解作为治安案件和治安纠纷处理的一种重要机制,在社会矛盾化解,保障公民权利以及维护社会和谐稳定方面发挥着举足轻重的作用。然而,实践运行过程中,由于现行法律对于治安调解的规定尚不完善,致使基层公安机对于关治安调解范围和效力的认识尚不明确,治安调解缺乏有效监督,故而产生的一些问题都有待进一步的研究和解决。在新的社会形势下,公安机关必须重视治安调解,充分发挥治安调解在化解社会矛盾、增进社会和谐方面的功能与作用。As an important mechanism for the handling of public security cases and public security disputes,public security mediation plays a decisive role in defusing social conflicts,safeguarding civil rights,and maintaining social harmony and stability.However,during the course of practice,due to the imperfect provisions of existing laws on mediation of public security,the understanding of the scope and effectiveness of the mediation of public security media at the grassroots level is still not clear,and public security mediation lacks effective supervision.Therefore,some problems arising therefrom need to be furthered.Research and resolution.Under the new social situation,public security organs must pay attention to public security mediation and give full play to the function and role of public security mediation in resolving social conflicts and promoting social harmony.
