基于城市废弃铁路再利用的高密度城区生态格局建构规划研究

摘　　要：目前,中国的城市建设发展进入"增存并行"的下半场,曾经为城市工业发展做出巨大贡献的城市铁路,而今成为割裂中心城区城市空间的重要因素。对城市废弃铁路规划管理的滞后及对这一城市级存量资产更新价值的低估,导致城市中心区废弃铁路再利用的低效和困难。本文基于中央城市工作会议提出的"生态修复、城市修补"理念,充分挖掘城市中心区废弃铁路的空间资源潜力,发挥城市线性空间元素价值,通过"绿轨衔河""活轨联城""承轨兴业"的规划策略,探索高密度城区废弃铁路再利用对城市生态格局建构的途径。通过《天津环城铁路绿道公园规划》《乐城·天环——都市活力提升计划》等规划研究,重塑废弃铁路空间形态,转背为正,从城市尺度上修复对城市自然生态环境的损害,缝合对城市人文生态环境的割裂,联动城市经济生态的发展格局,系统建构高密度城区的生态格局。With the development of urban construction entering into the second half of the"Increment and stock in parallel",the city railway,which once made a huge contribution to urban industrial development,is now the important factor of destroying the city's urban space.The failure of the planning and management of the abandoned railway and the underestimation of the updated value of the urban stock assets have led to the inefficiency and difficulties in the reuse of abandoned railway in the central area of the city.This paper proposes a serious concepts based on"ecological restoration,urban fix".First,by fully digging the stock space resources to reduce the transaction cost and turn them to the treasure,it gives play to the value of urban linear space elements.And through the planning strategy of"green rail","humanity rail"and"economy rail",it explores the ways to construct the urban ecological pattern by reusing abandoned railway in highdensity urban areas.Supported by the two practice planning"the Round-the-City Railway Park Planning in Tianjin"and"the Le city-the Urban Vitality Enhancement Planning",it is aimed to repair the damage to the urban ecological environment,the suture of urban cultural ecological environment and linkage the ecological pattern of urban economy from city vision,and finally,to construct the ecological pattern of highdensity urban area by a systematical way.
