社会资本视角下农村多元化养老模式研究

摘　　要：在日益严峻的老龄化形势下,妥善解决农村养老问题,是缓解我国养老难题的关键和重点。社会资本是解释社会、经济、政治等各类发展问题的概念和工具。在我国,农村社会资本主要包括伦理文化资本、社会组织资本和正式制度资本。在当前农村社会资本存量短缺、结构变化的情况下,农村老人面临家庭养老功能弱化、社会养老服务水平低、养老保障水平不高等养老难题。因此,必须从培育和壮大社会资本入手,增加社会资本存量,家庭、社区、社会、政府等多方发力,构建农村多元化养老模式。In the increasingly serious aging population situation,supporting the aged in rural areas is an issue which has aroused wide concern and should be solved immediately.Social capital can be used to explain the social,economic and political problems.In the rural areas in China,social capital includes ethical and cultural capital,social organization capital and formal institutional capital.Under the present situation of social capital,the problem of how to provide for the aged is prominent.For example,rural family pension is gradually weakening,the social pension services are not standardized,the rural social security system is imperfection.Therefore,diversified mode system for the old-age in rural areas should be constructed through cultivating and strengthening the social capital.
