摘　　要：规划供给作为空间资源配置的公共产品,在城市空间资源配置中起到了重要的作用,是支撑经济发展的重要载体。改革开放以来我国经济快速增长,导致以土地供应为目的的增量规划成为过去很长一段时间内城市规划工作的主旋律。随着我国经济进入新常态、城镇化进入转型期,规划供给也需要顺应新时期经济和城镇化发展的需求,规划理念也应进行改变。本文以在经济和社会转型时期成立的国家级新区——贵安新区为例,从"降成本"的角度阐述,在规划供给体系的改革创新实践,并以花溪大学城规划提升项目实践为例,以满足人群需求、发挥资源优势和塑造共享城市为目标,进行新时期背景下问题导向型和目标导向型的规划供给探索。The supply of planning,as a public product of the allocation of spatial resources,plays an important role in the allocation of urban space resources and also is an important carrier of economic development.There has been a rapid economic growth in our country since the reform and opening-up,which led to the fact that the incremental planning of land supply has become the theme of urban planning for a long time in the past.However,with China's economy entering the New Normal and the urbanization coming into the transition period,the supply of planning also needs to comply with the needs of development of economy and urbanization during the new era.And also some changes should take place in the planning concept.Taking Gui'an New Area,a state-level new area established during the period of economic and social transformation,as an example,this paper elaborates on its practice of reform and innovation of the planning supply system from the aspect of"lowering costs".And taking the planning project to upgrade Huaxi University Town as an example,this paper proposes the exploration of problem-oriented and goal-oriented planning supply during the new period with the aim of meeting the needs of the population,exerting the advantages of resources and shaping the shared city.
