摘　　要："十三五"期间我国在计划生育政策、老年社会保障体系、老龄产业和养老服务业方面提出对策,积极应对人口老龄化。但随着我国城市经济文化和城市化进程的飞速发展,老年人支付能力存在不同层次差距,并存在养老方式选择单一、养老支付能力较弱、养老机构发展不完善等问题,制约着城市养老体系的完善,限制了城市经济的健康发展。为了解决城市养老问题,在分析城市老年居民的养老意向、养老支付能力以及机构养老的需求现状的基础上,提出提高老年人养老支付能力、减轻城市老年人子女的养老负担、发展城市养老文化事业、促进城市养老机构发展,为我国各城市制定养老服务政策和有效利用养老资源提供参考。China has put forward countermeasures on the family planning policy,the elderly social security system,the aging industry and the service industry during the 13th Five-Year Plan period,so as to actively respond to the aging population.But with the rapid development of economy,culture and urbanization process,their payment capacity has different levels gap.The problems are single way,weak payment capacity and imperfect institutions,which restrict the improvement of urban pension system and limit the healthy development of urban economy.In order to solve the problem,based on the analysis of pension intention,payment capacity and demand status quo of institutions endowment of the elderly residents,the study puts forward to improve the payment capacity,reduce the pension burden of children,develop the urban pension cultural undertakings,and promote the development of the urban pension institutions,so as to provide the reference for formulating pension service policies and effective utilization of endowment resources.
