近代中国外交的艰难起步——以蒲安臣使团为中心的再思考

摘　　要：19世纪60年代末,清政府派遣蒲安臣使团出使欧美各国,成为近代中国派出的第一个正式外交使团。从蒲安臣使团的出使经历中可以窥探到近代中国外交在起步阶段受到的重重阻力,因而发展缓慢而艰难。同时,清政府在外交实践中具有重虚而轻实、趋新而又守旧的特点。彼时的中国外交也是晚清的一个缩影,让我们看到整个晚清社会在新与旧、中与西的复杂交织中进步的缓慢。At the end of the 1960s,the Qing government dispatched the Burlingame mission to the European and American countries,which became the first official diplomatic mission dispatched by the modern China.From the experience of the Burlingame mission,it could be discovered that China's diplomacy encountered great barriers,and developed slowly.Meanwhile,the diplomatic experience of the Qing government was characterized by emphasis on emptiness,inclination to novelty,but still sticking to stereotype.China's diplomacy is also a miniature of the late Qing Dynasty,revealing the slow progress of the entire late Qing society in the complex interweaving of the new and the old,and China and the West.
