将凉山建成世界有影响力的科学中心的对策研究

摘　　要：为响应2016年凉山州委书记林书成提出"将凉山建设成为有世界影响力的科学中心"号召,对"中心建设"的必要性和可行性进行分析,指出"中心建设"存在大众意识淡薄、政策体系还不够完善、"中心建设"的科学规划滞后等问题,并进一步提出强化组织领导,转变政府职能;加强宣传引导,强化大众意识;完善政策及制度体系,规范"中心建设";注重技术研发,加大资金(R&D)投入等多种手段,具体围绕"六个基地"加大"中心建设"的力度,加快将凉山建设成为有世界影响力的科学中心。In 2016,the Secretary of Liangshan Prefecture Committee Lin Shucheng proposed to"build Liangshan into a scientific center with global influence."Firstly,this paper analyzes the necessity and feasibility of"center construction"and points out that for now the public awareness for that is weak,policy system imperfect,and the"center-building"in its scientific planning lagging behind.It further proposes that the organization and leadership should be strengthened and the functions of the government should be transformed;the propaganda and guidance should be strengthened to enhance public awareness;the policy and institutional system should be improved and the"center construction"should be standardized;R&D investment and other means should be emphasized.In particular,we will focus on"Six Bases"and intensify"Center Construction"so as to accelerate the construction of Liangshan into a science center with world influence.
