摘　　要：许多国际海事安全标准的制定都与事故尤其是海难事故的发生有着密切的联系。但长期以来,国际海事公约的履行主要强调事前事中监管——由船旗国实施公约并由港口国负责监督,而对于事后监管重视不足。文中通过分析国际公约对于事故调查的相关要求,探索如何更好地发挥事故调查在提升海上安全管理中的作用。The development of many international maritime safety standards are closely related to the occurrence of marine casualties,especially catastrophic ones.Through a long time,in the implementation of international conventions,it is emphasized that flag states are to implement such instruments while port states are to supervise the implementation.The importance of post-accident managements has not been given necessary attention.Based on a study of the requirements on marine accident investigation provided by international conventions,the paper seeks to give better play to the role of marine accident investigation in improving maritime safety management.
