摘 要:在天津市历次重污染过程案例源解析数据库的基础上,对实时发生的不同类型重污染过程归类,优先选择针对性的应急措施,形成不同重污染过程的调控方案情景组合,结合各类排放源在重污染过程中的不同贡献率,充分考虑各类控制措施对应排放源的可削减空间、控制措施的可执行性,以及控制措施的经济可行性等因素,形成最优方案,并以质量先行或成本先行等不同管控目标,通过空气质量模型和实时污染来源解析方法,对方案进行及时修正优化,构建天津市重污染应对方案评估方法体系。In this paper,on the basis of source analysis database for the cases of previous heavy air pollution processes in Tianjin City,different types of heavy air pollution processes occurring in real time were categorized and targeted emergency measures were given priority for selection,forming a combination of regulatory scenarios for different heavy air pollution processes.Then,with regard to the different contribution of various emission sources in the process of heavy air pollution,by full consideration in the space reduction of various emission sources and the enforceability of control measures as well as the economic feasibility of control measures,optimal programs were developed.Quality first or cost first were taken as different control targets,and air quality model and real-time pollution source analysis method were used to timely modify and optimize the programs so as to build up the evaluation method system for heavy air pollution response programs in Tianjin.
