境外EPC项目投标阶段风险分析及报价策略

摘　　要：EPC合同模式是国际上较为流行的工程总承包模式,目前境外水运项目大多采用这种合同模式。在EPC模式下,总承包商的工程承包范围大、工程投标时的不确定性明显增加。由于EPC总承包合同是固定总价和固定工期的合同,并且招标人在招标文件中偏向于将合同范围内可能产生的绝大多数风险转移给投标人。所以,在投标阶段分析和研究项目可能存在的风险因素并体现在报价中是投标阶段潜在投标人应当给与充分重视的重要内容。本文结合水运工程的特点,以孟加拉国EPC投标实例为基础,分析投标阶段可能存在的风险因素并提出报价时可采用的策略。EPC contract model is a popular kind of contract model,now this kind of model is adopted in the majority of maritime transportation projects in the world.Under the condition of EPC contract,the scope of work for contractor expands and tendering uncertainty increases.Due to the fact that total price and time limit is firm,and tenderee tend to transfer most of the risks to the bidders in the tender document,during the tendering period,the potential bidders should pay special attention to the important procedure of analyzing and researching potential risks in the project and reflecting in the quotation.Based on the EPC tender case of Bangladesh,this paper combines the characteristics of maritime transportation projects,analyzes the potential risks in the tendering period and proposes available strategy when quoting price.
