摘　　要：相对于新建商品住宅为主的城市社区建设而言,以贫困化、边缘化和老旧化为特点的单位型社区建设就凸显其复杂性和困难性。吉林市石井沟街道S单位型社区的"单位人"再组织化模式则为社区治理提供了一种新思路,即发挥国有企业的退休老党员和老职工的模范带头作用,以他们为代表的"单位人"成为社区动员的主体,充分挖掘单位资源和组织资源,从单位人到非单位人,从个体到群体在构建社区的服务体系、组织化建设和社会联动的社区治理功能上发挥重要作用,从而在充分发挥"单位人"的核心力量,充分利用社区中单位资源的协同参与,构建社区集体归属感方面做出城市社区治理模式创新性的尝试。Compared with the construction of new commercial residential buildings,the construction of a unit community characterized by poverty,marginalization and aging has highlighted its complexity and difficulty.The organization model of“unit people”in the S-unit community of Shijinggou Street in Jilin city provides a new way for urban community governance,that is to give full role of retired senior party members and old staff members of state-owned enterprises,is the main body of community mobilization for the units represented by them,to fully excavate the resources of the units and organizations.From the“unit people”to the“non-unit people”,from the individual to the group,it plays an important role in the construction of the community service system,the organization construction and the collective linkage community governance function.In this way,we can make full use of the core strength of the unit,make full use of the unit resources in the community and build the community collective belonging to make an innovative attempt in urban community governance model.
