中国区域生态效率的时空差异及驱动因素

摘　　要：文章通过构建生态效率评价模型,测算2000-2014年我国30个省市区的生态效率,研究生态效率的时空差异及关联特征,分析生态效率的影响因素。研究结果表明:我国区域生态效率呈现"东高西低",生态效率在区域空间分布上已形成了两个不同的集聚区,一个是以青海、四川为中心,与周边新疆、云南、陕西、内蒙古等中西部省份组成的低—低集聚区,另一个是以浙江、江苏和上海为中心,与周边的东部沿海省市和长三角地区组成的高—高集聚区,这种空间集聚特征较为稳定。地区经济发展水平、国有比重、外资进入及研发强度对生态效率水平提升具有积极的作用,资本劳动比、出口贸易比重提高则不利于生态效率水平的提升,总体上环境规制强度提高对提升生态效率具有积极的作用,但却存在地区差异,据此提出提高区域生态效率的对策建议。This paper,by building the ecological efficiency evaluation model,calculates the ecological efficiency of 30 provincial-level administrative areas in China from 2000 to 2014,studies the spatial-temporal differences and correlation characteristics of ecological efficiency,and analyzes the influential factors of ecological efficiency.The results show that:The regional ecological efficiency of China presents the"east high west low".The ecological efficiency in the regional spatial distribution has formed two different gathering areas.One is the low-low gathering areawith Qinghai and Sichuan as the center,and the surrounding Xinjiang,Yunnan,Shaanxi,Inner Mongolia and other central and western provinces.The other is the high-high gathering ares with Zhejiang,Jiangsu and Shanghai as the center,and the surrounding eastern coastal provinces and cities and the Yangtze River Delta region,this spatial agglomeration characteristics are more stable.The regional economic development level,the proportion of state-owned enterprises,foreign investment and R&D intensity have positive effects on improving the level of ecological efficiency.The increase of the capital labor ratio and the proportion of export trade is not conducive to the improvement of the level of ecological efficiency.In general,the enhancement of environmental regulation has a positive effect on improving ecological efficiency,but there are regional differences.Accordingly,the paper proposes countermeasures and suggestionsto improve the regional ecological efficiency.
