改善社会治安能够减少多维贫困吗?——来自新疆南疆三地州农户的经验证据

摘　　要：文章采用2013年国家统计局新疆调查总队农村住户调查数据,利用A-F多维贫困测量方法,测度了新疆南疆三地州农户的多维贫困状况。在二元Logit回归的基础上,运用自助回归法(bootstrap)重点研究了社会治安对多维贫困的影响。研究结果表明加强社会治安能够显著改善南疆三地州农户的多维贫困状况,且随着贫困程度的不断加深,社会治安对多维贫困的影响呈现倒"U"型特征。在不同距离和不同收入水平条件下,农户贫困状况的测度结果显示:随着农户离县城距离变大,社会治安对多维贫困的影响也呈现倒"U"型的变化趋势。同时,社会治安对高收入农户降低多维贫困的作用最大,对中低收入农户降低多维贫困的作用较小。Using the survey data of peasant households from the Xinjiang Investigation Corps of National Bureau of Statistics in 2013,this paper applies the A-F method of multidimensional poverty measurement to measure the multidimensional poverty of peasant households in the three regions of southern Xinjiang.Based on the Binary Logit Regression Model and the Bootstrap Regression Method,this paper focuses on the effect of social public order on multidimensional poverty.The results show that strengthening social public order can significantly improve the conditions of peasant households multidimensional poverty in the three regions of Southern Xinjiang.And the impact of social public order on multidimensional poverty is an inverted“U”type with the deepening of poverty level.Under the conditions of different distance and different income levels,the measurement results of the poverty of peasant households indicate that the impact of social public order on multidimensional poverty also presents the changing trend of inverted“U”type with the increase of distance from peasant households to county town.Furthermore,the social public order has the greatest impact on reducing multidimensional poverty for high-income peasant households,whereas has small impact on low and middle income peasant peasant households.
