摘　　要：在供给侧结构性改革的背景下,对天津市制造业的资源配置效率进行分析,为天津市打造研发制造能力更强的先进制造业基地提供理论指导。通过DEA模型即数据包络分析的方法,构造交叉效率评价模型,对天津市26个门类的制造业2014年、2015年的资源配置效率进行定量分析。通过获取的各门类制造业行业的综合经济效率值、规模效应值、纯技术效率值和冗余投入值,将天津市的制造业分成了4个类别,针对4类制造业行业的各自特点提出了提高资源配置效率的方法。依据DEA的实证分析结果提出了供给侧结构性改革背景下天津市制造业转型升级的政策建议:发展壮大天津市产业集群,推行制造业企业精益生产和加强创新驱动,深度整合创新资源。Under the background of supply-side structural reformation,analyze Tianjin Manufacturing Industry Resource Allocation Efficiency to provide theoretical guide for Tianjin to build an advanced manufacturing industry base with stronger Research&Development and manufacturing capabilities.Through DEA model(Data envelope analyse),that is,data envelopment analysis way,build a cross efficiency evaluation model and perform quantitative analysis for resource allocation efficiency in the manufacturing industries of 26 categories in 2014 and 2015.Divide Tianjin′s manufacturing industries into 4 categories through the comprehensive economic efficiency value,scale effect value,pure technical efficiency value and redundant input value obtained from various manufacturing industries.Aiming at the respective features of the 4 categories of manufacturing industries,proposing a method to improve resource allocation efficiency Based on the empirical analysis results of DEA,the policy suggestion for the transformation and upgrading of Tianjin′s manufacturing industry under the background of supply-side structural reformation was put forward.Develop and expand the industrial clusters in Tianjin city,carry out the lean production(LP)of manufacturing industries enterprises and strengthen innovation-driven,and deepen the integration of innovation resources.
