摘 要:针对浮式生产、储油、卸油船(FPSO)在多层次、多变量和多种非定量因素影响下缺少有效定量评估溢油风险的情况,采用多层次灰色综合评估方法,构建FPSO外输作业溢油风险评价指标体系,进行溢油风险分级计算。结合层次分析法确定各层次指标对应的权重,将风险影响程度进行定量化处理,最终确定评价体系整体安全性良好。对我国南海某FPSO外输作业溢油风险等级进行计算,结果显示,该FPSO溢油风险为一般等级。该评价方法可判断FPSO外输作业溢油风险水平,为FPSO海上溢油事故应急提供技术支持。According to the floating production,storage and offloading vessel(FPSO)is lack of effective quantitative assessment of oil spill risk under multi-level,multi variable and multi non-quantificational factors,the assessment index system of oil spill risk in FPSO operation was constructed using multi-level grey comprehensive evaluation method,and oil spill risk grading was calculated.In the process of calculation,combined with AHP,corresponding weight of each level index was determined,thus the degree of risk impact is quantified.Ultimately determine the overall safety of the assessment system is good.Through the calculation of oil spill risk level of a FPSO transmission operation in the South China Sea,the results showed that the risk of oil spill is the general grade.The assessment method can judge the oil spill risk level of FPSO transmission operation,and provide technical support for FPSO offshore oil spill emergency response.
