摘　　要：通过梳理与比较当前我国空间规划改革探索的成果发现,空间规划改革的重点内容主要包括"一张图"、发展战略和运行机制,但地方政府多聚焦于"一张蓝图"编制。地方政府在规划编制中的角色与重心偏离在空间"一张图"上,不利于当前转型过程中经济社会的发展需求。基于此,文章提出未来地方政府空间规划应遵循"目标—战略—空间管制—政策"的设计逻辑,实现目标战略、空间整合和政策协调三部分内容的协同共生,进而成为未来城市治理与空间规划的重要手段与工具。The paper suggests that local spatial planning should follow“target,strategy,spatial regulation,and policy”logic,integrate the target strategy,spatial integration,and policy coordination.Thus,local spatial planning will become the important measure and tool for urban governance and spatial in the future.An overview and comparison of China’s spatial planning reform reveals that the emphases of spatial planning reform include one blueprint,development strategy,and operation mechanism.However,one blue print has been over weighed in local spatial planning management,which is not conducive to socio-economic development.
