公共政策视角下城市公共设施规划实施评估方法研究——以成都市中心城区公共文化设施专项规划为例

摘　　要：文章首先针对目前传统规划实施评估仅注重规划"工程蓝图"属性的片面性问题,提出从公共政策属性的新视角重构规划实施评估的方法与过程。其次,文章根据公共文化设施规划关于城市公共空间资源配置效率和面向公众服务效能的目标,构建了宏观结构效率评估、微观布局效率评估、设施服务能力评估、设施服务水平评估和设施实施进度评估的多维度评估体系,明确了各维度评估的具体内容,并构建了基于评估结果的反馈机制。最后,文章以成都市中心城区公共文化设施规划的实施评估为实证,进一步验证方法的可行性。For the issues in urban planning evaluation,the paper suggests rebuilding the evaluation measure and progress from public policy viewpoint.Then,following the target of public cultural facilities about resource allocation and public service,the paper sets up a multidimensional evaluation system,including the macro-structure evaluation,micro-layout evaluation,service capacity evaluation,service level evaluation,and facilities building evaluation.The paper further clarifies the evaluation content,and sets up a feedback mechanism.At last,the paper practices this system in Chengdu center,tests its feasibility.
