安徽城市公共服务设施综合规划编制导则思路探讨

摘　　要：为适应新型城镇化和供给侧改革背景下城市公共服务设施规划、建设与管理的需要,《安徽省城市公共服务设施综合规划编制导则》提出了以一个"综合规划"统筹多个公共服务设施专项规划的新型规划编制模式,对城市公共服务设施综合规划编制的思路、层次、内容、成果形式进行了详细规定,从"一张蓝图"设施统筹整合布局、单元化与弹性化的规划管控体系、部门联动实施机制等方面探索了城市公共服务设施综合规划编制的方法,构建了"城市公共服务设施一张蓝图"的管理框架。文章在分析当前城市公共服务设施专项规划编制存在的主要问题的基础上,剖析了《安徽省城市公共服务设施综合规划编制导则》制定的思路和主要内容,总结了其在实践操作中的不足与相关思考。In order to satisfy the construction demand of urban public service facilities under the background of new urbanization and supply-side structure reform,“Guidelines of Anhui urban public facilities comprehensive planning”puts forward a new formulation mode which coordinates multiple specialty plans in a comprehensive plan,and defines the e idea,level,content,and product;explores the formulation strategies of“one map”,planning control system,and multiple departments linkage;builds a management framework of“one urban public facilities blueprint”.Based on the problem analysis,the paper discusses the compilation idea and main content of“Guidelines of Anhui urban public facilities comprehensive planning”,summaries the deficiency and experience by practice.
