摘　　要：政府治理改革与创新乃是对政府治理体系重新思考、重新设计、重新建构的过程。中国政府治理变革的动力来源于经济和社会的转型,亦是政府治理体系内部矛盾运动的结果。40年政府改革创新的结果便是产生和发展了具有中国特色的、不同于传统模式的新的政府治理典范。中国政府治理变革乃是一种基本典范的转移。Governmental governance reform and innovation is the rethinking,redesigning and reconstituting process of the governmental governance systemMotivation of China’s governmental governance reform stems from the social and economic transformation,and also the results of internal contradiction movement within the governance systemThe outcome of forty years’governmental reform innovation is the new governance model with Chinese characteristics that differs from traditional oneChina’s governmental governance reform is the transformation of the basic model.
