摘 要:随着公立医院改革的深入,部分公立医院将面临转制。目前,我国公立医院转制主要有三种模式,即管理权出让模式、公私合股模式、完全私有化模式,三种模式有各自的适用情况和不足。在公立医院转制中,配套制度和政府责任的缺失极大影响了转制的成功率。针对公立医院转制中暴露出的问题,应强调政府对于公共医疗服务的供给和监管职责,在基于公共医疗服务总体规划的基础上确定转制医院。此外,政府应创造更加公平的医院运营环境,支持非公立医院发展,完善配套制度,建立以非营利医院为核心的公共医疗服务供给体系。With the deepening of reform in public hospitals,some public hospitals will face the transformation.At present,there are mainly three modes for the transformation of public hospitals in China,namely,the transfer mode of management rights,the public-private partnership mode and the full privatization mode.Each of these three modes has its own applicable conditions and shortcomings.In the transformation of public hospitals,the lack of supporting system and the lack of government accountability have greatly affected the success rate of the transformation.In view of the problems exposed in the transformation of public hospitals,the government should emphasize the responsibility for the supply and supervision of public health services,and determine the transformed hospitals on the basis of the overall planning of public health services.In addition,the government should create a more equitable hospital operating environment,support the development of nonpublic hospitals,improve the supporting system,and establish a public medical service supply system centered on non-profit hospitals.
