摘　　要：基层首诊是我国医药卫生体制改革的主要目标与重要基础。笔者以广州市为例,通过调研文献资料、问卷调查等方式,运用史密斯执行模型对基层首诊政策执行中的理想化政策、政策环境、政策执行机构和目标群体四个要素现状进行分析,针对政策执行过程中存在的困境提出对策建议。Initial diagnosis at the primary care level is both our national medical and healthcare reform’s main goal and vital foundation.Taking Guangzhou City as the example,the authors utilize the Smith’s Policy-Implementation-Processing Framework to analyse the implementation of the initial diagnosis policy in terms of the current situation of these four key elements with research literature and questionnaire survey:idealized policies,policy environments,policy enforcement agencies and target groups,and put forward the countermeasures and suggestions in the process of policy implementation.
