摘　　要：学界对于地方政府债务规模的适度性评判普遍基于财政风险的角度,并未考虑债务使用和偿还方式的合理性,本文基于公平、效率、民主原则着重分析不同的债务使用、偿还方式组合,并以最优方式为基础构建适度规模数理模型,测度适度规模区间,以图做一个原则性尝试。Understanding of local government debt scale of suitability evaluation is generally based on the perspective of financial risk does not take into account the rationality of the use and to repay the debt,based on the principle of fairness,efficiency,democracy use,focusing on the analysis of different debts combinations,and on the basis of the optimal way to build a moderate scale mathematical model,measure moderate scale interval,a principle to try to do.
