海河流域水事矛盾纠纷案例浅析及对策建议

摘　　要：海河流域水事矛盾频发,在我国七大流域之中最为突出和尖锐。对海河流域跨省河流水事矛盾纠纷实例进行了梳理分析,总结了纠纷协调中面临的难点,并提出了事前、事中、事后3个方面的对策建议。Water-related disputes are frequently aroused in Haihe River Basin,which are the severest among seven basins nation-wide.Feauring cases are studied and analyzed to reveal the difficulties in dispute settlement,followed by targeted suggestions on ex-ante monitoring,interim mediation,amd ex-post supervision.
