古村落闲置住宅及宅基地处置策略研究——基于皖南古村落的实证分析

摘　　要：古村落住宅与宅基地闲置是我国各地一个较为普遍的现象。古村落住宅与宅基地闲置除存在村庄空心化、一户多宅、常年闲置等一般地区的共性问题外,还有一些较为特殊的问题:一方面存在"一户多宅、一宅多户"以及私下交易等现象,另一方面又存在传统古宅保护不力等问题。在经济依据、法律依据、实践依据三项分析的基础上,提出了房地产开发与保护,创办特色民宿与农家乐,以"三变"促进传统古宅保护与基础设施完善等三大策略,以解决古村落住宅与宅基地闲置相关问题。The idle houses and homesteads are the ordinary phenomena in our country.The ancient villages have some special problems besides the general problems in ordinary areas.On the one hand,there are lots of private transactions and strange phenomenons of“one family several homesteads and one homestead many families”on the other hand,there are some old houses lacking in protection.The paper first analyzes the situation,problems,and reasons based on the economics,law and practices,then puts forward theses countermeasures:first,to promote real estate in some suitable ancient villages;second,to build more Minshuku and Agricola;third,to use“Sanbian”to promote old house protecting and infrastructure building.
