社区治理中的“鸡山模式”:行政引导、村民股份与资金扶持

摘　　要：基层社区治理是国家治理现代化的一个重要环节。在沿海地区,因为经济区位优势,鸡山社区采取了"三位一体"的方式来实现社区治理,即行政引导、村民入股和政府资金扶持。"鸡山经验"的治理效果是社区居民存在感与归属感比较强烈,社区建设比较完善等。然而,如果把"鸡山经验"和上海、深圳等社区治理模式进行比较,值得借鉴和反思的地方是不能让街道的权力过于集中,不能忽略社区组织的培育,不能无视对社区内部治理体系的再层次化,从而更为精细地治理。当下,伴随着国家治理现代化的战略,社区治理也要朝着治理现代化的目标进行努力,而鸡山社区需要在法治化、制度化、信息化等方面努力,从而为基层治理现代化提供样本,贡献力量。Basic community governance is an integral part in modernization of national governance.Located in a coastal area with economic advantages,Jishan Community is governed by adopting a trinity approach involving administrative guidance,villagers equity participation and government financial support.As a result,residents in this community have a strong sense of existence and belonging,and enjoy favorable living conditions.A comparison between Jishan Community experience with that of Shanghai and Shenzhen shows that communities power should not be too concentrated,cultivation of community organizations and rehierarchicalization of inner management system of communities should not be ignored.Nowadays,community governance should modernized like the modernization of national governance.To be more specific,community governance should be legalized,institutionalized and informationalized,which can provide an example for the modernization of governing basic units.
