兰州市公立医院改革对甘肃民族地区县级公立医院的影响分析

摘　　要：本文据政治系统论的理论,认为省域内省会城市与县级行政区域在公共行政上存在相互影响的关系,并以患者视角对兰州市公立医院改革进行实证调查分析,指出其改革重点应当放在提高医疗水平、提供有差异化的医疗服务、畅通分级诊疗体系、鼓励社会资本办医等方面,且其实践将会对甘肃民族地区县级公立医院改革产生影响并提供经验。Based on political system theory,this paper thinks the provincial capital and the county level admin?istrative areas bear an interactional relation with each other in public administration.Based on empirical investiga?tion on the reform of public hospitals in Lanzhou city from patients'perspective,this paper concludes that the reform of public hospitals will have impact on the reform of county public hospitals in ethnic minority areas in Gansu prov?ince in the following aspects:management system,medicare payments,personnel system,income distribution and hi?erarchical medical system.
