摘 要:本文针对大型公共建筑设施面临爆炸袭击的安全风险,建立了系统性的安全风险评估框架理论和方法,对潜在威胁、结构易损性和威胁造成的影响(后果)建立了评估分类和评级标准,综合分析各项评估结果,计算出评估对象的风险等级;同时改进了原有粗放的风险等级标准,提出了可以同时进行定性和定量分析的风险评估方法,以数值和色码标识风险评级结果,便于工程实际的分析和应用。通过大型公共建筑设施的实际案例,验证了本文抗爆安全风险评估方法的有效性和可靠性。该评估方法可为进一步风险管理和投资决策提供依据。In terms of the security risk of blast attack faced by mega infrastructure,a systematic security risk assessment framework was proposed.Classification and rating criteria were established for threat assessment,vulnerability assessment and impact/consequence assessment included in the proposed risk assessment procedure.Based on the assessment results,risk assessment was carried out for the target structure.The proposed risk assessment methodology refines the risk rating criteria by improving the existing one,and provides qualitative-while-quantitative analysis for threats in manners of numerical value and color code,which facilitates the analysis and application in real engineering practices.Its effectiveness and reliability were validated through a pratical case of a mega infrastructure facility,and hence it is viable to provide evidences for further risk management and investment decision-making.
