摘 要:最低价中标法是理论上最优的评标方法,但在我国建筑行业的应用中却存在着低价低质、恶意索赔等问题,因此建立科学的最低价中标法实施体系具有重要意义。本文结合国内外研究及我国建筑行业的现状,分析了最低价中标法在我国推行困难的根本原因,即工程变更频繁、成本不易确定、质量控制难度大。为解决这些问题,文章首先构建基于BIM模型的工程项目建设流程和最低价中标法评标体系,形成最低价中标法的实施体系;然后建立保证体系,运用C/S与B/S混合结构的系统设计方法,构建基于BIM的监理管理系统,为最低价中标法的实施提供保障。本研究期望为最低价中标法在我国的应用推广提供新的思路。The lowest bidding method is the best bid evaluation method theoretically.However,it has some problems such as low price and low quality,malicious claims and so o n.Therefore,it is significant to set up a scientific implementation system of the lowest bidding method.Based on the domestic and foreign researches and the status quo of the construction industry in our country,this paper analyzes the root causes of the lowest bidding method,including design changes,cost uncertainty and difficult quality control.To solve these problems,this paper builds a n e w project construction process based on the BIM and the lowest bidding method to form the implementation system of the lowest bidding method.Then by the system design method using mixed structures of C/S and B/S,it builds an BIM-based supervision management system to provide guarantee for the lowest bidding law.This study is expected to provide a new way for the application of the lowest bidding method in our country.
