摘　　要：针对建设工程招投标商务标抽取部分清单项目评标存在的弊端,在精益思维的理论指导下,基于多属性决策方法模型提出了精益评标的概念及相应的评标模型。本文首先论述了精益评标的理论来源并初步提出精益评标的概念;然后根据建设工程商务标清单项目的组成构建了评标模型的指标体系,并以各指标占总体的重要性程度确定权重系数,在此基础上利用TOPSIS法对投标报价进行综合评价排序,选出中标方;最后结合案例的应用分析表明,该精益评标模型具有较强的可行性和实用性。T o solve the disadvantages exists in the evaluation work of commercial bid for construction project by extracting part of the Bill of Quantities items,this paper discusses the theoretical sources of lean bid evaluation and proposes the concept of lean bid evaluation under the guide of the theory of lean thinking and the basis of the multiple attribute decision making method.This article proposes the concept of lean bid evaluation and the corresponding evaluation model.Firstly,this paper discusses the theoretical sources of lean bid evaluation and proposes the concept of lean bid evaluation;Secondly,creates the index system of bid evaluation model according to the composition of the Bill of Quantities items of the construction project commercial bid,obtains the weight coefficient by comparing the importance of each indicator,based on the former works,uses the TOPSIS(Technique for Order Preference by Similarity to an Ideal Solution)to evaluate the bidding price comprehensively,and choose the bid-winner.Finally,the case application shows the feasibility and practicality of the lean bid evaluation model.
