摘　　要：在总体规划从技术文件转向公共政策已经成为总体规划改革创新主要方向的背景下,总体规划编制仍然存在与实施脱节的问题,这是造成总体规划实施失效的原因之一。文章通过对英国规划体系和地方发展框架的梳理,提取其中涉及规划实施的内容,探讨英国在总体规划编制过程中明确区分规划刚性和弹性的内容、强调核心战略的"传递"及与具体指标的对应性、编制地区行动规划等经验,并对中国总体规划编制改进、提高总体规划可实施性提出建议。From technological documents to public policy is the main content of urban master planning reform.However,the disconnection between planning formulation and implementation still exists.It is one of the reasons for the failure of planning implementation.The paper analyzes the planning system and local development framework of England,selects the content of planning implementation,summarizes its experience such as defining the rigidity and elastic of planning,emphasizing the transmission and relation of core strategies,and considering the planning target.At last,the paper makes some suggestion to China’s urban master planning formulation and implementation.
