摘  要:雄安新区实现创新驱动发展的根本途径是创建创新生态系统。在重新界定创新生态系统概念的基础上,分析了雄安新区创新主体培育、创新环境建设、创新主体与创新环境良性互动过程,得到以下结论:雄安新区应区分不同主体功能,按照"中心-外围"结构,构建共生关系。同时,雄安新区建设应内嵌于京津冀协同发展进程,充分利用其提供的创新环境,通过促进协同创新为京津冀协同发展提供内在动力;政府需以相关政策为引导,解决雄安创新生态系统建设中的功能缺位和功能错位等市场失灵问题。The basic way to realize innovation-driven development of Xiong'an New Area is the construction of innovation ecosystem.The cultivation of of innovation subject and its symbiotic relationship,the construction and optimization of innovation environment,the benign interaction between innovation main body and innovation environment are the fundamental requirements for the formation and evolution of Xiong'an New Area innovation ecosystem.In the process of cultivating innovative subject in Xiong'an New Area,we should pay attention to distinguishing the functions of different subjects,and make them form a symbiotic relationship;At the same time,Xiong'an New Area is embedded in the process of collaborative development of Beijing,Tianjin and Hebei.Beijing-Tianjin-Hebei area provides innovation environment for the innovation subject of Xiong'an New Area.Xiong'an New Area innovation ecosystem provides intrinsic motivation for the collaborative development of Beijing,Tianjin and Hebei.In view of the market failure phenomenon such as"lack of function"and"function dislocation"in the construction of innovation ecosystem of Xiong'an New Area,the government needs to guide and overcome it with policies.
