摘  要:矿产资源所有权属于国家。矿业权制度建立以来,矿业权监管是矿政管理部门一项法定任务。采矿权空间范围监管是监管的重中之重,该项工作包含在采矿权年检工作之中,由矿政管理人员现场凭图纸进行对照检查。目前年检已取消,遥感监测并没有普及,空间监管仍然是矿政管理的短板,缺乏常态化的有效监管手段,超层越界开采现象没有根绝,严重损害所有人(国家)的权益,必须依法加强监管。科学技术的飞速发展为实时动态监管提供可能,应积极研究基于空间定位技术与移动互联网技术的监管体系,推动矿政管理与服务水平的提升。The ownership of mineral resources belongs to the country.Since the establishment of mineral rights system,the supervision of mining rights is a legal task of the mineral administration department.The supervision of the scope of mining rights is the most important aspect of supervision.This work is included in the annual inspection of mining rights,and the inspections are carried out by authorities on the spot with mapscomparing.At present,the annual inspection has been cancelled,remote monitoring has not been popularized.Therefore,spatial supervision is still a short board of mine administration.To be specific,there is no normalized effective supervision methods,and the phenomenon of cross-layer as well as cross-border exploitation is not eradicated,which seriously damages the rights and interests of all owners(national interests).So the supervision must be strengthened in accordance with the law.The rapid development of science and technology provides a possibility for real-time dynamic supervision.It is necessary to actively study the supervision system based on spatial positioning technology and mobile internet technology,to promote the improvement of the management and service level of mine management.
