摘　　要：借鉴多源流模型和政策共同体分析,文章结合典型区域政策制定案例,对实施区域协调发展战略以来中国的国家区域政策制定过程与特征进行了分析,研究表明:新时期我国区域政策制定过程可视为经过理性修正的多源流模型,区域问题导向和政治导向较为明显,政府内部政策共同体对政策制定起着主导作用。自上而下型区域政策具有精英治理和理性行为特征,其关键在于产生影响决策层关注区域问题的政治流,政策共同体间信息交流为垂直封闭式。以地方政策上升为国家战略为主的自下而上型区域政策体现出行政科层制和区域主义特征,上下级政府间互动交流是政策制定的主线,政策共同体间信息交流为垂直对流式。混合协商型区域政策制定具有利益协商和开放协作的特征,政策制定关键在于各方利益的协调与均衡,政策共同体间信息交流为网络式。With the aid of multiple-streams model and policy community analysis,combined with typical regional policy making cases,this paper analyzed the processes and characteristics of Chinese national regional policy since regional coordinated development strategy have been implemented.Research shows that Chinese regional policy making process can be considered as a rational correction multiple-streams model in new period,problem orientation and political orientation are obviously,while policy community in government plays an leading role in policy making.Top-down regional polices have elite governance and rational behavior characteristics,the key point is to form the regional political flow which can influence policy makers concerned with the regional problem,that its information exchange mode among policy community is vertical and closed.Down-top regional polices which usually refer to a local policy rise to a national strategy in china,have bureaucratic and regionalism characteristics,the mainline of policy making is the interaction between higher levels and lower levels government,its information exchange mode among policy community is vertical and convective.With the characteristics of interest consultation and open collaboration,the key of mixed negotiate region policy making lies in the coordination and balance of all parts interests,and its information exchange mode among policy community is network type.
