摘　　要：区域经济问题是关系俄罗斯经济长远发展的关键问题,俄罗斯的区域发展理念经历了从均衡发展向极化发展的转变,这种转变既受全球区域发展理论和实践的影响,也有国内区域发展局势的客观考量,在俄罗斯开始加快东部地区发展的大背景下,重在优先发展局部优势地区的超前发展区模式应运而生,这是俄罗斯新时期、新形势下区域经济理论和区域发展理念的探索与创新,是后危机时期俄罗斯摆脱经济危机和应对西方制裁的战略选择,其实践经验会对发展本国经济和对外经济合作产生重大影响。Regional economic problem is a key issue in the long-term development of the Russian economy,Russia’s theory of regional economic development has transferred from the balancing regional development to the development of the polarization.It was affected by the global regional development theory and practice,and objective considerations on Russian regional development situation.Under the background of accelerating the development of the eastern region in Russia,the leading development zone,which focuses on the development of local advantage region,was born at the right moment.It is an exploration and innovation of regional economic theory and the regional development concept in the Russian new period,It is also the strategic option to get out economic crisis and positive respond to the western sanctions.
