基于“推拉理论”的农村宅基地整理潜力研究

摘　　要：文章借助"推拉理论"找出影响宅基地整理潜力的各类因素并深入研究其影响机制,同时对其整理潜力进行深入分析,进而构建出可行的宅基地整理机制,为我国宅基地整理工作的推进提供思路和建议。研究表明:(1)农村宅基地作为一种资源和资产,限制其流转和用途使其价值无法得到充分体现。(2)农民作为宅基地的实际使用主体,其个体因素,如年龄、受教育程度和家庭因素如人口数、家庭面积等都会对其是否选择退出宅基地造成影响,也影响到其所在地区的宅基地整理潜力,因此以人为本建立合理的补偿和退出机制是宅基地整理工作能否顺利进行的关键。(3)合理的促进和规范宅基地流转,平衡城乡用地需求不仅解决了用地紧张的问题,还能为缩小城乡差距,推动城乡一体化发展做出贡献。It’s practicable to build a feasible consolidation mechanism of rural housing land and provide ideas and suggestions to promote our rural housing land consolidation work by using“push-pull”theory to find the factors which can affect the potential of rural housing land consolidation and research the influence mechanism in depth.The study shows that:(1)As a resource and asset,the true value of rural housing land cannot be fully reflected under limited circulation and utility.(2)The farmers are the actual user of rural housing land,which means that the individual factors of them such as age,education level and family factors including family population and residential area etc.Will affect their choices to exit the housing land or not,as well as the potential of consolidation of their region.Based on that,the establishment of a reasonable compensation and exit mechanism is the key to the smooth completion of the rural housing land consolidation work.(3)To promote and regulate the circulation of rural housing land and balance urban and rural land demand in a reasonable way can not only deal with the shortage of land resource,but also contribute to narrow the gap between urban and rural areas and promote the urban-rural integration development.
