公私伙伴关系视角下社保基金的投资管理研究

摘　　要：目前我国社保基金存在投资体系不完善、投资渠道狭窄、投资收益率低、投资监管不力等问题,这都对我国社保基金保值增值的目标提出了挑战,所以对我国社保基金的投资管理进行研究很有现实意义。文章基于公私伙伴关系的视角对社保基金投资管理进行了研究,进而在借鉴国际经验的基础上提出完善我国社保基金投资管理的措施。The preservation and appreciation of social security fund is the key to the effective operation of social security system.As a long-term strategic reserve fund,the amount of social security fund is large and the collection is not the same time with the payment.The investment and management of the social security fund is not only closely related to the interests of the guaranteed people,but also is related to the stab le operation and development of the whole society and the economy.Therefore,how to effectively invest and manage social security fund has always been the hot topic of concern.At present,China's social security fund has the problems of imperfect investment system,narrow investment channel,low investment return rate and poor investment supervision.This is a challenge to the goal of the preservation and appreciation of China's social security fund.Therefore,the research of the investment and management of China's social security fund has the practical significance.At present,the research of the investment and management of social security fund that based on the perspective of public-private partnership is not much,which provides the research space for this article,and then puts forward the measures to improve the investment and management of China's social security fund on the basis of international experience.
