摘 要:2017年8月,国土资源部、住房和城乡建设部针对利用集体建设用地建设租赁住房联合印发了一个试点方案的通知,引起社会广泛关注。笔者认为:其对于土地制度改革和住房制度改革,都迈出了关键性的一步。就土地制度改革而言,有助于使农民的财产权利能够通过市场充分实现;就住房制度改革而言,是在开发商之外,开辟了一条可以住但不能炒的住房供应新渠道。因而,集体土地建设租赁住房,是土地制度改革和住房制度改革的交汇点。In August 2017,the Ministry of Land and Resources of China and the Ministry of Housing and Urban-Rural Development of China jointly issued a notice describing a pilot scheme for using collective construction land to build leasehold housing.This has resulted in widespread concern.However,the author believes that these ministries have taken an integral step forward in both land-system and housing-system reforms.The land-system reforms help to ensure that the property rights of peasants can be fully realized through the market,while the housing-system reforms involve new channels for livable housing that do not allow speculation.Thus,leased housing that is developed on collective construction land provides a point of intersection for land-system and housing-system reforms.
