摘 要:根据信息论的观点,危机决策本质上是信息获取、流动、转换和控制的过程。智慧旅游发展对景区危机决策的最大影响在于从根本上改变了危机信息收集、处理和利用的方式,推动了危机决策组织从科层制结构向扁平化结构转变,危机决策中枢从决策权集中向决策权分散转变,危机信息获取从离散信源传送向连续信源传送转变,危机决策流程从闭合环状结构向开放辐射结构转变。通过对比“智慧黄山”建设前后黄山风景区火灾救援决策机制,本文进一步佐证了智慧旅游建设和管理正在引发景区危机决策机制的根本性转型,其中对信息获取机制转型的影响尤为明显,极大地提升了信息获取和传递的效率。According to the theory of information,crisis decision-making is essentially the process of information acquisition and flow and conversion.Smart tourism has great influence on the crisis decision-making of scenic area which fundamentally changes the modes of crisis information/s collection and processing and utilization.Smart tourism also pushes the crisis decision-making organization from the bureaucracy structure to flat,crisis decision-making center from authority to dispersed,crisis information acquisition from the discrete source to the continuous source,crisis decision-making process structure from the closed loop to open radiation.By comparing the decision-making mechanism before and after wisdom Huangshan construction in Huangshan scenic area,it is further verified that the smart tourism construction is leading a fundamental transformation of the crisis decision mechanism of the scenic area which especially impacts the information acquisition mechanism and greatly improves the information acquisition and delivery efficiency.
