县级卫生防疫机构资源利用综合效益评价研究

摘　　要：目的评价卫生防疫机构的资源利用状况 ,为研究制定相关卫生政策提供理论依据。方法应用变异系数法、样本聚类和等级相关法进行指标筛选 ,对入选指标采用均值法进行无量纲化 ,运用层次分析法确定权重系数 ,运用主成分分析法进行指标合成。结果①形成一套县级卫生防疫机构效益评价指标体系 ;②得出 9个县级防疫站 1994～ 1998年的投入、产出和综合效益指数。结论　县级防疫机构现有资源没有充分发挥效益 ,经费投入普遍不足 ,同时也存在资源浪费 ,必须通过组织开展有偿服务收入来弥补国家投入的不足 ,通过深化体制、机制改革来提高现有卫生防疫资源的有效利用率。Objectives. To assess the utilization of health resources in health and anti-epidemic stations, and to provide some theoretical references for formulating relevant health policies. Methods. The proper indexes are selected with coefficient of variation method, sample cluster and rank correlation analysis methods. The standardized scores are calculated with mean standardized method. The weights of indexes are determined with the analytic hierarchy process. The indexes are synthesized with principle component analysis. Results. An index system of assessment of benefits of health and anti-epidemic stations at county level has been established. The indexes of input, output and comprehensive benefits of nine health and anti-epidemic stations at county level from 1994 to 1998 are obtained. Conclusions. The exiting health resources of health and anti-epidemic stations at county level have not been used fully. The investment is generally short. However, health resources have also been wasted. It should carry out paid service to compensate the shortage of financial input and deepen system and mechanism reform to improve the rate of effective utilization of health resources.
