摘 要:从土地利用系数的形成角度出发,在把耕作条件认为是引起同种土壤类型土地利用系数变化的成因的基础上,提出基于土地利用系数的补充耕地质量等级评定的方法,即运用比较法思想,在县域范围内选择若干与补充耕地土壤类型相同的参照地块,将两者的耕作条件逐项对比并量化,以此对参照地块的土地利用系数进行修正,修正值作为测算补充耕地土地利用系数的依据,进而评定补充耕地质量等别,并以河南省濮阳县为例进行了实证研究。结果表明,濮阳县同一种土壤类型的农用地利用等别及土地利用系数存在差异;采用比较法测算补充耕地土地利用系数,同一种土壤类型修正后的土地利用系数趋于一致,测算出的补充耕地质量等级较常见方法高出约1.2个等。该方法的评价结果与原农用地分等成果具有可比性,同时也体现了土地整治工程措施对耕地质量的提升作用,可以为耕地质量管理实践提供方法参考。From the perspective of the formation of land use coefficient,and based on the fact that the farming conditions are considered to be the cause of the change of the same soil types of land use coefficient,the quality evaluation method of supplementary cultivated land based on land use coefficient was put forward as follows:applying the idea of comparative law,several reference fields with the same soil type as the supplementary cultivated land was chosen within the scope of the county,and their farming conditions were compared and quantified.The land use coefficient of these reference fields were modified with the result of comparison,and the revised value was used as the basis of measuring the supplement cultivated land use coefficient and evaluating the farmland quality grade.Moreover,the method was illustrated by using the empirical study in Puyang county,Henan province.The results showed that there were differences in the farmland utilization grade and land use coefficient of the same soil type.By adopting the comparative method,the revised land use coefficient of the same kind of soil types tend to be more consistent.The supplementary cultivated land quality grade was higher than that of the common method by about 1.2 grade.The evaluation results in this way are comparable with the original achievements of farmland classification.Meanwhile,the method can reflect the promotion effect on the quality of cultivated land by the land consolidation engineering,which provides a method reference for cultivated land quality management practices.
