公共政策价值取向下我国全民健身设施配置的审视

摘　　要：基于我国公共政策"以人为本、"公平"、"可持续发展"等价值取向为理论视角,阐释全民健身设施配置的价值取向,并分析了全民健身设施配置过程中所存在的供需结构性错位;以人为本意识的淡薄与缺失;施政主体政绩观的困扰;缺乏有效的管理与信息测度平台等问题。提出:定位、定量与通用化相结合;现实性与公共性相结合;复合化与生态化相结合;秉持好全民健身发展的政绩观,引入问责制;构建全民健身设施资源信息一体化管理平台等是我国未来全民健身设施品质的提升、设施健身功能的发挥与配置路径的选择。Based on China's public policy"people-oriented"fair"and"sustainable development"theory Angle of value orientation and explain the value orientation of the national fitness facilities configuration,and analyzes the existing in the process of the national fitness facilities configuration structural dislocation of supply and demand;The light and absence of human consciousness;The problem of political achievements of the main body;Lack of effective management and information measurement platform.Proposed:the combination of positioning,quantification and generalization;The combination of reality and publicness;Combination and ecologicalization;Uphold the concept of national fitness development,introduce accountability system;The construction of the integrated management platform for the national fitness facilities resources is the choice of the improvement of the quality of the national fitness facilities in the future,the development of facilities and fitness functions and the configuration path.
