创新要素、空间配置与产业结构升级——基于我国1998-2015年面板数据

摘　　要：基于我国供需结构严重不匹配、产业结构亟待升级的背景,在对相关理论进行梳理的基础上,利用我国31个省(自治区、直辖市)1998~2015年的面板数据,构建空间计量模型,实证分析创新要素配置对产业结构升级的影响。研究结果表明:在促进产业结构升级的目标下,全国总体水平上资本创新要素相对配置不足;东、中、西部各类创新要素存在错配状况,且在程度上存在空间差异,东部地区劳动创新要素配置相对过剩,中部地区产业创新要素相对缺乏,西部地区资本、劳动创新要素都存在短缺现象;产业结构的合理化和高级化是衡量产业发展水平的不同维度,经济开放度、对外投资等对相同区域的"两化"影响存在显著差异。基于以上研究结果,提出相应的政策建议。If the structure of supply and demand is mismatched,we have to upgrade the industrial structure.Therefore,we use the panel data of 31 Chinese provinces from 1998 to 2016 to construct a space panel model to investigate empirically the impact of innovation elements on industrial structural upgrade.The results show that in the context of upgrading industrial structure,the essential factors for capital innovation are basically inadequate in China;There are mismatches of various essential factors of innovation in the eastern,central and western regions,and special differences also exist in different areas.There is comparatively an overflow of essential labor innovation essential factors in the eastern region,inadequate essential industrial innovation factors in the central region,and scarce essential capital and labor innovation factors in the western region.The rationalization and advancement of industrial structure are two dimensions to assess the development level of industry,and they are strongly influenced by the economic openness,foreign direct investment,etc.Proposals have been made based on the research results in the paper.
