荷兰预判性技术伦理思潮研究

摘　　要：尚在研发中的技术在未来引入社会后具有双重效应:一方面,它们会给人们带来巨大的利益;另一方面,它们又时常引起一些不期望的伦理问题。事实上,这些伦理问题在技术的研发阶段就已经蕴含了,当技术被应用到社会后便现实化了。荷兰预判性技术伦理思潮为我们在技术生命的早期(研发阶段)前瞻性地分析和识别这些技术的伦理问题提供了多种进路。ATE、NEST-ethics和瓦尔博斯前瞻性技术责任伦理是这一思潮的代表性思想。这一思潮呈现出前瞻性、预测性、控制性和实践性4种特质。在理论上,这一思潮正引领伦理学与技术研发和创新融合发展,并向实践转化。在实践上,这一思潮为技术的预先伦理治理提供了实用的方法论,为负责任创新研究提供了有效的伦理进路。The emerging technologies to be introduced into society have a dual effect:on one hand,they can bring great benefits to the people;on the other hand,they often raise undesirable ethical problems.In fact,the ethical problems are felt in the R&D stage,and they will emerge after the technologies are introduced in society.The movement toward the ethics of emerging technology in the Netherlands provides a range of approaches through which we can analyze and identify the prospective ethical problems of technology in the early stage(the R&D stage)of the technological life.ATE,NEST-ethics and Waelbers’s forward-looking technological responsibility ethics are three typical theories in this movement.This movement is forward-looking and practical,and it believes technological ethics is predictable,and controllable.In theory,the movement is leading integrating technological research,development and innovation with ethics,thus it is more practical.In practice,the movement provides a practical methodology for governance of prospective technology,and an effective ethical approach for responsible research and innovation.
